Saki Mokoena: Free State Human Settlement MEC
The Free State Department of Human Settlements and the Mangaung Metropolitan Municipality convened a high-level bilateral meeting with the North West Department of Human Settlements and the North West Housing Corporation to address and agree on the longstanding property ownership and transfer matters affecting residents of Thaba Nchu.
The engagement formed part of an intergovernmental effort to establish a clear, coordinated and legally compliant process for transferring affected residential properties to qualifying beneficiaries.
The bilateral engagement was led by the MEC for CoGTA and Human Settlements and his counterpart in the North-West government. The meeting was also attended by the Executive Mayor of the Mangaung Metro, relevant councillors, and representatives of both provincial departments and relevant institutions.
The matter arises from post-1994 municipal boundary changes, which resulted in Selosesha 1, formerly located within Bophuthatswana, being incorporated into the Free State.
These historical challenges resulted in mixed property ownership and registration arrangements. Deeds searches conducted on 4,160 properties in Selosesha 1 revealed that some properties were registered in the names of beneficiaries, while others were registered under the Mangaung Metropolitan Municipality, various entities and financial institutions.
The bilateral meeting concluded with an agreement to establish a Joint Task Team comprising representatives of the Free State and North-West Government, Mangaung Metro and the North West Housing Corporation.
The team will be mandated to consolidate all relevant facts and records, undertake property verifications, reconcile ownership, and develop a clearly defined implementation plan for transferring the qualifying residential properties to the rightful beneficiaries.
