Deputy Minister of Employment and Labour Closes  Hangda Steel Factory in Thaba Nchu following Non-compliance

The Deputy Minister of Employment and Labour, Ntuthuko Mbongiseni Jomo Sibiya, led a raid operation at Hangda Steel Factory in Thaba Nchu on Saturday till Sunday Morning (23 and 24 August 2025). The factory was closed by the Deputy Minister for Non-compliance.

The steel Factory was recently featured on eNCA’s Checkpoint for its ill-treatment of employees, and forcing them to leave membership of unions they joined.

Jomo Sibiya said their commitment to better working conditions and compliance with Labour Laws drives them, and their focus is on compliance.

 Jomo and his team visited the steel factory on Saturday, 23 August, around 20:00 until 2am on Sunday, 24 August, and found very disturbing conditions that workers were exposed to. 

The Deputy Minister was shocked by the level of non-compliance, as it was extreme. BCEA, COIDA, UIA, OHS, and NMW were all not complied with. Prohibitions and notices were issued.

“We had to close that company until it complies with the established pieces of legislation. Exploitation, debt bondage, and modern-day slavery characterise what we observe, and it can never be allowed. We are protecting workers as they face injury and death due to non-compliance.” Jomo emphasized.

Seven illegal Chinese immigrants were arrested during the operation. Jomo stated that they must balance the interests of both business and workers.
