The Free State Development Corporation aims to clean its image and reposition itself as a trusted entity.

The Acting CEO and Chairperson of the Board of FDC recently held a media briefing where they outlined the entity’s plans going forward.

Following engagement with the shareholder, the Board concluded a strategic session on 13-14 August 2025, during which it mapped out its long-term strategic vision, which forms the basis for the repositioning of FDC.

The FDC’s vision is to be a catalyst for inclusive and sustainable Economic Growth and Development in the Free State province. It aims to be a capable, credible, resilient, and sustainable developmental institution, driving inclusive economic development, growth, and job creation through:

• Targeted investment facilitation and promotion

• Enterprise development and empowerment

• Trade and export promotion

• Catalytic project establishment

• Industrialization and localization promotion

• Strategic partnership creation

At its inaugural meeting, the Board resolved that all debtors of FDC should make arrangements to settle their outstanding obligations to the corporation. The entity has concluded verification and update of the lease contract register. This is done in order to ensure that

All occupants of FDC properties have to have lease contracts, and must be paying the entity what it owes; failure which will lead to evictions being implemented.

Neo Masithela, the Chairperson of the Board, said they will be going after tenants who don’t pay or have a lease and will take legal measures to institute evictions, and are calling on all occupants of DFC properties to contact them and make arrangements with them.


The following areas are being looked at currently by FDC to generate revenue:

  • Broadband
  • Student Accommodation
  • Security Services
  • Project Management Services
  • Property Management Services
  • Infrastructure and Logistics

In a move to ensure ethical leadership and management, the Board has resolved to conduct lifestyle audits, commencing with the CEO and extending to all employees within the organization. The FDC commenced with the vetting process for all management, facilitated by the State Security Agency. The ACEO has given a directive that all managers, SCM officials, and any official who has access to critical information to be vetted by the State Security Agency at the FDC.

“Notwithstanding the challenges that the FDC is facing, we remain committed to being a catalyst for economic development for the benefit of the people of the Free State province. We are focused on growing the economy through enhancing trade and investment, MSME support, and skills development. We are working with development finance institutions (DFIs), the DTIC, and other organs of state to achieve this vision,” said Masithela.
