MEC Mokoena Puts Strict Measures to ensure the performance of Contractors

The MEC for CoGTA and Human Settlements recently Saki Mokoena convened appointed contractors, consultants and conveyancers at the Harry Gwala Multi-Purpose Centre in Sasolburg, Free State, to confront issues of persistent failures of contractors to deliver on human settlements projects within the prescribed timelines, and failure to deliver work that has quality standards and address various other issues that contribute to the delays in the completion of projects in the province.

MEC Mokoena reiterated that the department enters into contracts in good faith and with the expectation that performance will be achieved and prioritized, contractors fail to meet agreed milestones, resulting in bottlenecks experienced in the registration of title deeds.

The department has set the following terms:

  • Enforce strict contractual obligations where delays, non-performance, and poor workmanship are concerned.
  • Ø Strengthen monitoring mechanisms to track performance, and ensure regular reporting, site inspections, and verifications are conducted.
  • Ø Blacklisting non-performing contractors who consistently fail to deliver.
  • Ø Ensure coordination within the value chain of the work done by contractors, consultants, and conveyancers.
  • Ø Terminating contractors of non- performing contractors where performance has not improved despite various interventions by the department.

MEC Mokoena stressed the importance of setting the above strict measures in place in a bid to ensure discipline, restore credibility, and promote a culture of good performance in the department.

“The delivery of human settlements is not merely a construction programme, it is a constitutional obligation to progressively realise the right of access to adequate housing to restore dignity and to improve the quality of life of our people”, he said.
