The Safer City Indaba officially opened today at City Hall in Bloemfontein, with strong emphasis placed on coordination, accountability, and practical implementation to improve safety across Mangaung and the Free State.
In his keynote address, the Mayor underscored that safety cannot be achieved through fragmented efforts or isolated interventions. He stressed that peace and stability must be “co-produced” through integrated action involving government, law enforcement, private sector partners, and communities.
The Mayor highlighted the need for measurable, time-bound commitments rather than abstract discussions. “Our residents expect results, not rhetoric,” he stated, calling for tangible improvements that citizens can see and feel in their daily lives.

He further noted that safety is multidimensional and requires collaboration across multiple sectors, including policy makers, security services, technologists, scholars, and social partners. According to the Mayor, coordination must eliminate duplication, strengthen compliance with municipal by-laws,s and improve oversight in areas such as infrastructure protection and public space management.
Addressing infrastructure vandalism and copper theft, concerns were raised about enforcement follow-through and the need for clearer working relationships between community organisations and the municipality. Calls were made for structured Memorandums of Understanding (MOUs) to ensure stability and protect investments made by civic groups maintaining municipal land and public facilities.
The Mayor also emphasised the importance of innovation, stating that technology can strengthen governance and safety efforts, but only when supported by proper management, skills, and accountability frameworks. He cautioned against relying solely on digital systems without adequate oversight.

Emergency preparedness and integrated planning were also highlighted as priorities. With risks such as illegal electrical connections potentially leading to fires, the Mayor urged stronger coordination and proactive response mechanisms rather than reactive approaches.
Day One concluded with a renewed commitment to integrated operations, performance monitoring, and improved institutional cooperation. Delegates agreed that implementation must move beyond policy documents and become visible in service delivery and enforcement.
The Safer City Indaba continues tomorrow, where further discussions are expected to refine coordination mechanisms and outline practical steps to strengthen safety across Mangaung.
